You could configure /30's on each link and build the bgp session between the 
router's loopback addresses. Use "ip sla" to inject a route on each router to 
the other router's loopback address only and only if both next-hops are 
available. I'd have to lab it up but I think you can do something like this.

I'm sure there are other ways but this is the first thing that comes to mind.
