mpls ip command will try to form LDP neighbor mpls bgp forwarding does´t
doe that.

mpls bgp forwarding will add static host route in your routing label
automatically even when you have /24 between your router and the
neighboring router  it will add your neighbor as /32 host route this is
used in the mpls forwarding table because mpls forwarding table expect /32
host route in-order to forward labels correctly.
