This access list

access-list 1 deny 200.0.0.0 0.0.0.6

will deny everything because Access-list has a implicit deny at the end of
every Acess List entities

But if u have a permit statement at the end of this ACL

It will Deny the following routes

200.0.0.0
200.0.0.1
200.0.0.2
200.0.0.3
200.0.0.4
200.0.0.5
200.0.0.6

and permit everything
