I get the point that you were coming from.. What I am driving at is why
the selection of using CQ... Normally people don't select something
unless there is a reason, with sometime that reason being comfort. Some
folks I know don't like CBWFQ cause they think it's too complex.
I also thought that maybe this was done to show different methods to
meet the requirement..

While the solution is viable, CBWFQ could have been used for this, even
though custom queuing is discussed..
Now if one wants to get retentive, one could argue the custom queuing is a
single queue which it's not.
