I asked Bruno van de Verve the same. He indicated that build-your-own-topology IOU sessions in the Cisco Learning Lab were coming soon. I believe he said it was targetted by the end of this year. I don't believe they're planning on actually releasing IOU for public use, but custom topology on CLL would be a good start.
I also asked Bruno about their intentions on the config portion of the lab. He confirmed that the goal is to make the config section virtual as well, but there was no target date (at least that he would disclose) for that. I know they are waiting on a future IOU release that will incorporate layer 1 status on interfaces, and they would clearly need to do some rework of the labs and a lot of testing before they could make that switch.
