Hopefully not, since dampening has been recommended to be turned off

However, flapping back-and-forth may cause more issues than a solid
network-down, which may be easier to users to understand. Also,
intermittent connectivity may lead to intermittent... connectivity and
may cause users to say click multiple times on "BUY"... ;-)
