I'd deactivate the neighbors under the IPv4 address-Fam.  It shouldn't
matter for the CE since that neighbor wouldn't be reachable via the
global VRF anyway, but it might be a good idea to remove it. You
shouldn't need the other PE activated under ipv4 either unless you
need to peer with that same neighbor for non-VPNv4 routes.

In fact, remove the CE from the base BGP config too. It only needs to
be defined under the VRF address-family.
