Both P2P nods can become neighbor but will not share each others routes & LSDB 
trigger neighbor x.x.x.x command under OSPF i hope that they will start sharing 
LSDB & routes as well. 

DR/BDR is only required on BMA network such as Ethernet. In p2p it is not 
required.
