[OSL | CCIE_Voice] Outgoing Calls on Cat 6608 PIR Gateway

Hi,
 
I am trying to test outgoing calls from HQ phone to PSTN phone through 6608 
Digital PRI gateway..
 
I am able to have incoming calls to HQ phone BUT outgoing calls (opposite) are 
failing.. 
I am getting busy tone..
 
Any idea?
