Michael, It may seem weird but i have noticed until I set the "Max-ephones X" command my MTP/CONF resources won't register to CCME. It's worth a shot, i know it usually is only an issue when setting a transcoder on HQ since it inherintly doesn't have ephones registered to it and therefore that command is usually missing. Try it and see what happens....
