Usually when you get something like this it's because you have a situation where Site A calls site B via AAR. Then the user at site B is transferring the call outside to somewhere else.
What you do is set offnet to offnet transfers as disabled. Then you create an AAR route pattern to support the call from A to B, but classify the call as on net.
