I think it all boils down to the fact that the SIP phone doesn't take all of its orders from a 3rd party like a SCCP phone does. In saying that I have not spent much time actually finding out what the "setmwi" application does but I would hazard a guess that it does not send a NOTIFY message.
Therefore you need to subscribe the SIP phone to an MWI server so the MWI server updates or notifies the appropriate SIP phones with subscriptions of MWI updates.
