Seems that the devil is in the details ;-) I was making the DHCP Network Address as A.B.C.1 /24 instead of A.B.C.0/24
I have tried to regenerate the issue and 2 times I have been able to generate and resolve the issue, hence for now it looks that that's the issue. Thanks everyone for the generous help.
