Well, I'm pretty certain the problem is the 3725 itself at this point unfortunately. I brought up the PRI directly between HQ and BR1 and then HQ and BR2 using the same cards I was using in the 3725 and they came up correctly immediately with Multiple Frames Established and no errors. I also tried to connect the 3725 with it simulating the user and the 3725 side continues to slip and get errors no matter what I do, no errors or slips on the network side. It acts like the clocking on the 3725 is just ignoring all the commands and is not actually using the clocking it says it is. Show network-clock SAYS it is getting clocking from the E1, but I screwed up the clocking between HQ and BR1 while testing and the errors there are exactly the same as what I'm seeing on the 3725.
I have tried about 5 IOS versions and builds and get the same results with all of them. It looks like I'm going to be getting a 2801 after all. I'd just rather use that in one of the branches where I'll be doing configuration than in the PSTN.
