Hi Scott - CME load upgrades usually relate to version upgrade 
incompatabilities, unless being specifically asked to move to use a specfic 
version
 just take out the load command in telephony-service and voice-register pool.
 
If you are looking to convert load between SIP/SCCP using CUCM is the easiest 
way.
 
If you post your config can try and help diagnose registration issues.
