The null partition will by default be added to any CSS that you create ,you will not actually see it in the list but it is there. In any case my CSS activation policy is set to use the same CSS as the device\line which has access to all the numbers on the system. I have pulled the traces from CUCM will go through them and see if I can pick up anything
