I tried it last night in my lab.  Here is my config using the static 
instructions in that doc.
 
ip dhcp pool SCDHCP
   origin file flash:SCDHCP
   option 150 ip 142.100.64.12 142.100.64.11
   default-router 142.102.66.254

I created the SCDHCP doc in notepad.  Uploaded it to CUCM, then TFTPed it to my 
router.  Once the file is in flash the since dhcp pool looks up the static IPs 
in the file then assigns it to the appropriate phone.
