Helps if I read the actual question however. The answer below is if the two are configured as a single cluster (clustering over the WAN). If they're separate UCMs (not clustered), you should be good with adding the phone to the remote UCM, setting the phone to use Alternate TFTP, and inputting the remote UCM tftp server address(es) on the phone.
