Doh. Thanks I'm an idiot (or VSS as lousy error messages). It was
SSDIR problem - the existing SSDIR point to the wrong database - once
I got that right everything improved.

So I think the problem was that ccnet et al were not users on the
default database and hence all the user/name password problems.
