True, but to count all the x,y,z,b as parameters is only sensible with unrestrained refinement. If restraints are properly imposed, the effective number of spatial coordinate parameters will be close to the number of flexible torsion angles. I don't know the exact context of the referee's comments. but it's hard to imagine that anyone would argue that structures can't be refined at 3.4A resolution. How much one can learn at such resolution is a different story. --
