Thanks for steering me towards the source of the problem, viz an ancient
CDK distribution.

You could use the comprehensive jar file provided by the  nightly build system. Currently the build system is being shifted to another machine so last nights build is not available, but a relatively recent build is available at

 http://blue.chem.psu.edu/~rajarshi/code/java/nightly/

You'd just need cdk-svn-20060627.jar in your classpath
