No, the question asked does not sound like that question.

To answer the real question to the limit of my knowledge:
If you insert a commercial audio CD into your CD-ROM and use
the gnome CD Player, and you are connected to the internet,
You will see the CD title and each track label appear while
you play.
If you make a complete copy that CD, cdda2wav and cdrecord:
To rip:
cdda2wav -v255 -B -D1,0,0 -Owav
To burn:
cdrecord speed=6 dev=1,1,0 -dao -useinfo *.wav
(specifying your devices and recording speed)
You will get a copy of a CD that behaves the same way.

The actual text information is not stored on the CD. It is
stored on an internet CDDB database, and your CD is
identified by it's .wav file lengths.

Now, questions beyond the limit of my knowledge are:
1) Is there some other method to acheive this effect
without using the CDDB database? The "CDTEXT" is
something I've seen referred to, but I don't understand it.
2) What other players use CDDB? What other players/writers
use whatever methods of audio text?
