Buddylistbuddies are still "containers" that contain buddy accounts. However, as you said, it's a container at the account/protocol layer, and not at the CIM layer, which is where buddy-with-multiple-account would have to live, since no protocol is implicitly aware of any other protocol...it would be up to the client to create those associations and manage the display of them.
