In Ireland (which usually implements policies closely resembling Britain's),
the tax from petrol just goes into the general government coffers.  The bus
and train companies which are run as semi-state companies, are supposed to
fund themselves but they end up getting bailed out every now and again.

What's interesting compared to the states is that we pay a separate road tax
based on the size of the engine of your car which is offset against
road-repair.  For a 1.5 -2.0 litre car, it's probably around ~$200/yr.  It's
an additional reason why you see smaller cars.  Insurance is *really* too,
before I left I was quotes ~$1500 to insure a 1.1 litre car for a year.

So which is the cause and which is the effect?
1.  Does public transportation require funding via fuel taxes, thereby
making personal transportation unaffordable?
OR
2. Is fuel in such short supply that that fuel prices sky-rocket, thereby
increasing the demand for public transportation?  

Given the 400% fuel tax, I suspect the former.

every pound on petrol tax... yup, that a 400% tax! And people complain about
other taxation...
