If it's just voice then 8bit at 11,025KhZ in mono will work best. You might
want to check out Sound Forge from http://www.sonicfoundry.com
It has a resample feature that well let you take a wav recorded at a high
rate and break it down to a lesser one. I've done this myself for an old
website I used to run where users could download a high quality file or a
low quality one depending on how long they wanted to wait for the download
to finish  (this was before the MP3 format caught on).

There are also some things you can do to play with the file size when you
convert the file into mpeg. Most MP3s are encoded at 128bits which is pretty
close to CD quality. 256bit is better but the file size is about 1/3 larger.
Encoding the MP3 in 56bit should just just fine for voice only.

I tried mono and it was still rather large and saving as mpeg just didn't
save any space. I'm going to see what encoding it as real audio does for it.
As for re-recording it, I think the one on comments was either corrupted or
dies in upload so I'll have to do it again anyway.
Can you ask him about other audio settings. There's something for 8, 16 or
32 (I forget what it is) and another with a lot of options having a default
of something like 44000. This is probably the bits and kilohertz stuff.
