At the moment, gay marriage is legal in Mass. Each state is currently allowed to enact their own laws in re: gay marriage. The "Defense of Marriage Act", a federal law, allows states to refuse to accept marriages from other states with different standards.

It is probably unconstitutional to forbid gay marriage in most states and federally, so we sill see more and more states and federal jurisdictions accepting the (as I see it) inevitable.

Outlawing it would be passing a law or laws to make it illegal.

And I don't see that allowing 2 people over their to marry affects your rights at all. Unless you are afraid you will be forced into a gay marriage. That (and only that) would affect you.
