I am wrapping up a site for university here that is going to be completely multilingual. It is the ResNet support site and it is developed in English and translated from there to Dutch. In the future Chinese and French translations wil probably be added. There are no legal requirements to provide anything in any language, but the equation is really very simple: adding a translation is cheaper as 3 people showing up at the helpdesk.
Providing multilingual facilities should be based on the ROI, not on a law.
