The unlawful use or threatened use of force or violence by a person or an organized group against people or property with the intention of intimidating or coercing societies or governments, often for ideological or political reasons.
There is some wiggle room in that definition, but i think its clear cut enough that you can make a legal distinction between terrorists and non terrorists.

But who gets to determine who is a terrorist?
Recently a political activist that had thrown ketchup at a politician was charged with terrorism here. The judge didn't agree, but I find that scary enough.
