We're talking about rocket attacks. We're talking about suicide bombings. We're talking about planning to do more. No. My argument is that if they have a legitimate claim, then they can talk. Every time there's a talk, there are attacks against Israel. Arafat didn't like the Wye offer so he looked for an excuse to start another intefata. He calls for talks all the time in English and marterdom all the time in Arabic. If there's a desire for peace then the guns will stop. I don't see the Palestinians stopping their 'freedom fighters' from targetting and killing Israeli mothers and children.
