Thanks all. I've not really taken a good look at the bulletins code (I didn't author it) but it looks like I'll have to.
There is a background image used, but I'm not sure it's actually needed (or that it couldn't be shrunken down some). I'm still unable to navigate the site at all from my main work station and still have no idea why. But I now can browse around in a virtual PC at least - that'll have to do until I can figure out what's up.
