Politics relies heavily on popularity, like it or not. Kerry may not be the best Democrat to lead the country (or, who knows - maybe he is) but best!=popular. Kerry was chosen because he did best in the primaries which are mostly a popularity contest. And, of course, the same can be said for the Republicans - I doubt that Bush is the most qualified Republican.
