Actually, to state history correctly, it was the general consensus that they did have WMD's, both from the know facts at the time, unaccounted stocks, and actions. And the only reason the UN was making any progress was because we had 100,000 plus troops massed on their borders. Meanwhile, those countries that refused to condone action where likely making billions illegally off of the oil for food program. These are the facts at that time (although I don't think the oil-food scandal was known at the time).
