Thanks sanctions were preventing him from actually creating the weapons at
that time. However they failed to create an Iraq where WMD would not be a
goal again.

What good does it do us to let Saddam create a weapons program later, if
Iraq held up its end of the bargain then the UN sanctions would be lifted,
allowing saddam to acquire the materials needed to create the bad weapons,
and allowing him to create those weapons.

It would have also kept the oil for food programming from functioning at
all, regardless of the corruption it had, it still did help.

While he may not have actually had the WMD, it is clear he was going to
attempt to acquire them as soon as the sanctions were lifted, this is not
something I think the US could have let happen. That isn't to say I condone
the administrations tactics for gaining public support for the war, or that
I think the President out and out lied, as there is no evidence to support
that Bush knew there were no weapons.

The Congressional report showed that the goal of the sanctioned saddam
regime was to make it look as thought they were playing along so long as it
would spell an end to the sanctions, at which point they would begin to
purchase the weapons or the materials.
