Well, there is no such requirement for going to war, a country can go to war
whenever it wants, the only recourse is when other countries do something
about it.

At the time the evidence seemed clear, it wasn't based on suspicion, once we
got in there however we learned that the evidence was incorrect. I'm not
sure how else we could have come to conclusions we have.

"Innocent until proven guilty" that has a familar ring to it but I just
don't see where its applied.  If that is what is required to put someone in
jail I'd sure as hell hope it was the minimum requirement for going to war.
But evidently suspicion seems to enough.
