They also see the American's trying to repair things, especially those
destroyed by the 'insurgents'. Water mains, etc. The American's aren't
taking out unarmed Iraqi policemen and massacring them. If I didn't know
better, I'd say that the Americans are letting these foreign fighters in to:
1. keep them focused on Iraq and not on America itself
2. Show the Iraqi people that the Americans are good and these foreigners
are bad. 
3. insert conspiracy theory here.
