Not that I'm defending her, but you don't need a license (you should) to have kids so the lady could've been mentally unstable or just plain nuts. My question would be why the authorities didn't keep a watch on these children? Clearly the neighbors had done all they could and lady was known to Child Protective Services. Can't they have some type of check where a Social Worker stops by once every few weeks?
