I've always thought that American liberalism has 2 historical components:

1.) Basic needs provided for and protected by the federal government:
health care, retirement, jobs, food, etc.  Historically this has meant
high taxes to pay for these services rather than an unbalanced budget.
 Examples include SS, Medicare, Welfare, et. al.

2.) Civil liberties.


Conservativism was based on:

1.) Small federal government with basic needs provided via charity. 
That is, lower taxes means more money for business which means more
jobs which means more wealth which means more charity.

2.) Local government and legislated morality (illegal gambling, sodomy
laws, bans on gay marriage, et. al.)
