I read a story that said 99 percent of all marijuana seizures (almost everything but those big border busts you are referring to) are made by state and local law enforcement officers, so the Supreme Court opinion really doesn't change much on the ground in states like California that have medical marijuana laws.
The opinion to me reeks of support for Congressional overreach. O'Connor, Rehnquist and Thomas dissented- they believe strongly in states rights. Take the good with the bad though. A court that would be willing to strike down the Federal marijuana laws on states rights grounds might be willing to overturn Roe v. Wade and leave it up to the states to decide abortion laws. In California, this ruling will make no difference. Local officials are not going to arrest people for medical marijuana use, and the Feds can't find a jury here willing to convict someone suffering from cancer, etc. for growing a couple of plants in their garden. In this case, the states can simply ignore the Supreme Court and Congress.
