The article doesn't say "he got angry and quit" it says:

management at Georgia State University, "it got to be where you
couldn't get anything through, and it all kind of died."

In any event it was Mr. Clinton, a Democrat, that first spoke of
solving the problem.  Mr. Bush ignored it for 4 years, exacerbated it,
and then complained that something needed to be done.  Not exactly
"foresight".
