That's a fair point, however I think it depends on the time horizon
you're talking about.

I think that, in the long run, eliminating the top dogs eliminates the
infrastructure.  You get rid of that and the rest of the cells die off
- either by killing themselves or walking away.

A great example of this is the USSR.  A few years back, sleeper KGB
agents revealed themselves and then moved back to Russia.  There's
also the famous case of that Japanese "spy" that lived in the jungle
for 50 years.
