I'm not sure that it goes on the record. It more of an administrative thing, 
They have to do something.

Most juvenile arrests are sealed or expunged at the age of 18, I don't think 
juvenile records can be used in any of the cases that you've mentioned, unless 
the juvenile was tried as an adult.

Being arrested in and of itself is meaningless, your technically under arrest 
while you're getting a speeding ticket. It the crime that your charged with, or 
better still convicted of that matters.

Yep. With an arrest on their record. Which prevents acceptance to many
schools, many scholorships, and some entry into the military. For
eating a snack.

If it is important enough for an arrest, they should arrest everyone.
If it is not (that a fine and citation will do), then it should be the
same for everyone.

I just intensely dislike (always have, always will) when different
classes of people are treated differently under the law.
