Not IMO.  This was one of those week long "sting" operations where the
police told the public they'd be out and what the consequences would
be if caught.

The girl either didn't know, or didn't care, about the rules and was
caught.  The consequences were arrest.

It's probably the last fry she'll ever eat on the Metro.
