Yes.

No, so I assume that is a problem. When I go to the Network
Neighborhood, I see the machine, name is Palpatine. I double click on
it... and I am told I do not have access to it.

So I assume that's the problem then. How do I tell Palpatine that my
laptop can access it?

Palpatine does. I can turn that off.
