Ah, that is, indeed, the core of the problem. The only hope for a fix is 
Congress, and really the only thing that Congress can do is threaten to cut 
their funding if they don't shape up. The President could abolish the agency, 
but those are nuclear options that are not realistic. 

This is a general problem with bureaucracy, and it isn't limited to the U.S., 
it is a universal problem.
