As I originally said, we should blame everyone who had a hand in it. 
If Mr. Clinton did, then he should be held accountable.  But blame is
not productive.

Mr. Bush is President today.  Not only does he have the power to do
something, he has the responsibility and so, whether he caused it or
not, he has the responsibility to fix it.

And he's not.
