Actually scallops, clams and oysters are decent enough rank-and-filers - but they'll never hold command positions. Lobsters make for good foot soldiers and are loyal as hell but generally dimwitted. Crabs are really the only good officer material on that list. Perch - don't make me laugh. Perch are all pacifists. But for a really effective underwater army of conquest you've gotta go with the squid. Deadly nighttime commandoes of the oceans they are!
