Maybe not. I can't point to specific operational knowledge but at that point the plane headed for the White House was still in the air, correct? So there was a time factor. I seem to recall that there was debate post-9/11 as to whether it would have been appropriate to shoot it down. So that policy was not in place then, if I am right about that. So there was a decision that needed to be made. Fortunately someone on the plane said "let's roll"...
