But is the question "Disasters that have destroyed cities" or "a population's capacity for lawlessness". New Orleans violence seems to be ramping up. It started with looting, moved on to Arson, and now they've got shots fired. It's really just a college football riot on a much larger scale. And one that nobody was prepared for. Here's your check list: Breaking and entering - check looting - check violence - check absence of law enforcement - check arson - check None of these things are unique to this event or New Orleans. The flooding is unique or, at least, rare. But the crime that occurs absent the law is your run-of-the-mill stuff.
