This is the core of the problem. There are many government programs, like Social Security, that are designed to be a safety net for people that didn't do the right thing even though they should have. For example, if you look at the average savings rate it's clear that most of America is not saving enough for retirement even though they should. With sex that human quality of not doing what you should results in pregnancy. So while we can rally against abortion, and we should, if we really want to stop it we have to prevent it. And that's the part that takes courage to face. Mr. Bush has been called courageous for facing people's tendency to do the wrong thing: they don't save and the gov't can't help but spend the money that the gov't has taken from us meant for them. If we can't convince people to save, convincing them to have never have unprotected sex is infinitely more difficult.
