You will notice that I said Northern Saskatchewan has SOME of the best 
fishing... and whether you prefer Manitoba to Saskatchewan really depends on 
what kind of fish you want to catch.  

The poverty isn't limited to the northern reserves, and in many cases the 
reserves are the places that are thriving and it's the other communities that 
are littered with crime and unemployment.  This is the case where my sister 
works up north as a paramedic.  There are two rather large reserves up there 
that are doing well and wonderful communities... but the town, is full of 
people who feel that their lives revolve around entitlement.

I am not sure which agreement you are referring to specifically... but if it is 
the package for the residential schools disaster, it seems to be fairly well 
received.  It's hard to make an apology with money, but it's all that can be 
done at this point.
